The eclipse will be just ending when the Moon rises in Singapore early in the evening of August 28. There will be no eclipse on August 27. Mars will not rise until after midnight, and when it does it will just look like a regular star. It will be an extra star in the constellation of Taurus, but unless you know what Taurus normally looks like you probably wouldn't even recognize Mars as a planet. It would just look like all the other stars. The story saying Mars will look like another Moon is just wrong.

You might be able to see Mars, but no better on the 27th than any other day. Read this:

As for the eclipse, you want to look at it early in the morning of August 28, starting at about 4:51 pm (this is for Singapore only, GMT+8) and ending at about 8:24 pm. The color of the moon can range from being blood red to being dark gray.
