I can't give you a percentage, but many third-world countries have only limited access to the Internet. A unique program is going on in Uruguay called "one child, one computer." Every elementary school child is being given a laptop computer. The company distributing the computers will also train students and teachers. They will then take courses over the Internet. This program will be completed by 2009. It's a model for other countries, including the US.
