I mean nothing racist at all by this, I have just heard this expression countless times in this way and was curious.

Great question. It's nothing stereotypical meant by it; that's just a phrase that's been coined over the years that everyone can readily identify with instead of having plenty of names being applied to the same situation and having no one knowing exactly what the speaker is referring to.
It's like the phrases, "every Tom, Dick and Harry". "Borrowing from Peter to pay Paul."
Besides, Bubba is more used to refer to the size of that individual than the race thereof. I mean think about it; have you ever met
anyone who goes by the name Bubba who wasn't humongous in statue? Big, mean Bubba.

Among the rural poor in the south, from Texas to Florida, there are hundreds of thousands of people addressed within the family as Bubba and Sissy, short for brother and sister. Many of those people prefer those names to their given names and use them throughout their lives, although formal settings like schools and prisons may not recognize these nicknames.

Poor people, of course, tend to be among those who feel the most hopeless of achieving even small dreams, and may be more prone through desperation to take risks, including crime, to get what they want or need.

BTW, Bubba and Sissy are not limited to black families.
