Check with the local Red Cross. They offer babysitting courses, and you usually have to be at least 12 or 13 to babysit.
I would definitely get some certification or training, though. Red Cross, local hospital, etc. There are usually agencies that do this for a small fee. You cover basics of babysitting, first aid, what to do in case of emergencies, etc. Parents are more likely to hire you if you have that, and sometimes they'll pay you more because you have taken the training.

There's no legal minimum age that a child can be left alone at home, although endangering a child by leaving them unattended is an offence.

there isnt an age for babysitting but if your under 16 and anything happens that endangers the kids then the parents will get charged with neglect

i think it depends on the 14 year old your considering is he/she mature enough and responsible and trust worthy do you know them well enough to look after your child, and will they know what to do in an emergency if yes to all then id probably say ok
