It is called the Kyoto Protocol and is signed and ratified by almost every country in the UN - except Australia and the US who have signed it but do not intend to ratify (accept) it. For economic reasons apparently!.

Nothing substantial because the UN depends on its members.The UN isn't an independent body and has no way to take measures in any field if the world leaders don't agree to them.
The United States plus a few other countries, and many large corporations have been against climate change treaties due to the fear of the threat to their economy and profits if they have to make substantial changes, as well as the fear of realizing that perhaps their methods have been the primary contributors to the problem

Yes,they invariably support US inaction to make sure they get their salaries and prequisites.They also vociferously support the US wars.
UN is a airconditioned building and at the mercy of US dollars.
