One difference is the plane of rotation. Ferris wheel is vertical, helicopter is roughly horizontal.
Another more detailed difference is that the helicopter rotates essentially as a rigid body; all parts of it rotate with the rotor. While the frame of the Ferris wheel rotates, the chairs do not; they maintain the same orientation with respect to the ground.

The rotors on the helicopter are rotating as a much higher rate of speed, therefore it has a higher angular velocity. The ferris wheel is much more massive than the helicopters rotors, therefore it has a much larger moment of inertia.
