The lowest form of 'humour' is that which hurts or is designed to hurt other people. It may be something directed at one person or it may be directed at a group of people (for example, a racist remark or 'joke' which is defamatory or denigrating).
Sarcasm, even if it is not likely to hurt anyone, is also fairly low on the stakes.
Puns are often a very intellectual kind of humour and are used to very good effect by many writers, particularly Shakespeare. Perhaps because many people don't have the intellect to use punning properly or to appreciate it (because it requires an ability for lateral thinking which bothers many people), it is often said to be one of the lowest forms of wit. I cannot agree with them.

the utmost, cheapest, lowest humor ever are pick up lines, knock2x jokes frm the last century, making fun of other people, and green humor. people who actually consider those humor are either mentally ill, lost in civilization, or just desperate for attention...

the lowest forms of humor are the ones involving racism, disability, etc...these are real and sensitive situations so making fun of them is NOT funny at all.
