lets see...they are looking to split the back wings allowing a channel of air through the middle to help the car following to keep some sort of areo grip,
they are looking to reintroduce ground effects
kinetic energy recapture, when a car goes into breaking the waisted energy is going to stored and used like a turbo button, kind of smiler to the push to pass button in champcar
the bio fuels aren't going to be mandated till 2011 i believe
i had also heard some where that my dream may be coming true and the wiglets and barge boars are going to disappear, but i only saw that one place and I'm not sure if it was legit or not
and i did hear that they were looking into 1.4 liter 4 cylinder turbo charged engines but again i think that's farther down the road

They are supposedly spending a large amount of money researching on how to reduce the amount of downforce lost when slipstreaming a car, in order to promote more overtaking. However I feel there are two things that can be done which will immediately bring more overtaking to the sport.
a) Bring back slick tires so that cars aren't fully dependant on aerodynamics for grip.
b) Allow teams to use ground effects to their advantage.

Next year traction control will no longer be allowed, and there is a task force working on changes that will allow the cars to travel closer together without being upset by turbulence, so that there can be more overtaking.

I heard some time ago at the beginning of the season that they were working towards limiting the engines to 1.3 or 1.8 liters.

i think its mainly aero and the banning of traction controls next season. in 2009, there should be this 'level playing field' that is so mystically discussed!

there's a group of engineers working on all the aero bits and pieces. they are looking for a way to make it easier for a car to slipstream and overtake. if it all goes to plan we are in for a hell of a brilliant season.
