?? You're making a movie featuring an underage person "smoking" but don't really want to show it? Um, try camera tricks. Maybe you can cleverly insert a tiny bit of incense stick into a cigarette, and light it so it looks like there's smoke coming out. Still can't inhale and blow it out, though. Dry ice produces a lot of smoke, too, but you wouldn't want to put it in your mouth. Maybe you can add it in later, as a special effect? Or take a side shot, and use a fan and incense to recreate the effect of cigarette smoke coming out.

Are you sure this is necessary to the plot? It sounds like a lot of trouble. Maybe if it's just good and smoky, the actors can fake the rest.

The actor that played the Cigarette Smoking Man in the X-Files didn't want to get addicted to cigarettes so he used to smoke herbal cigarettes during the show. They are basically cigarettes that don't contain any nicotine or tobacco, but they still have some harmful toxins like carbon monoxide and tar.

In "The Professional", Natalie Portman was shown smoking cigarettes, but I think they basically just had her hold a lit cigarette up to her mouth and not actually inhale. Its been a long time since I've seen the movie, but I remember that it looked obvious that she was faking.

anyone smoking under age 135 should be arrested for smoking and fined 100$. second offense 500$ third offense - 5 years in pison doing hard labour.

Plenty out there under age that do smoke so use the real thing.

I remember there being gum shaped as cigarettes, and when you blow on them, it makes smoke!
