If not, what is the best type of soil for a beach development (e.g. beach resort)?

"Coarse loamy sand" is an oxymoron - its a contradiction of terms. Sand, silt, and clay have very specific sizes of the particles, therefore the question doesn't make any sense. Also loam refers to a mixture of the three grain sizes, usually with some organics.

Are you referring to the composition of the beach, or the ground for the proposed on-shore facilities? To have a good beach, you need well sorted (wave winnowed) sand with very little silt and clay.

You certainly don't want soil on the beach, as that would be muddy, but you want lots of good soil on the on-shore part of the resort to support grass, shrub, and flower growth.

As a first-class beach resort, I don't think so. But you can add other attractions - e.g., mini-villages, museums, etc. - and tourists will still come if the place has so much more to offer; i.e., a charm of its own. Look at Gibraltar and Saint-Jovite (Quebec, Canada) - both places known for its stony, loamy sand - and yet still able to attract their fair share of tourism dollars.
