I have to write "an eight- sentence paragraph" that fully develops the topic:" People are moving from the cities to the suburbs in increasing number".

When we were introduced the 8 sentence paragraph in grammar school, they wanted us to structure it in this way:

1st sentence: Introductory sentence to paragraph.

1st supporting detail: Use 2 sentences to explain the fact

2nd supporting detail: Use 2 sentences to explain another fact

3rd supporting detail: Use 2 sentences to explain the most important (or convincing) detail ("save the best for last")

Last (and 8th) sentence: summarize and/or conclude the paragraph

I think it literally means a paragraph that is at least eight sentences long, most people see a paragraph as four sentences, and apparently the teacher/professor wants you to elaborate your thoughts in full detail.

It means that you have to limit the paragraph to not more than eight sentences.

It means that you have to write a paragraph that has a minimum of 8 sentences. the fully develops topic part means that answer the answer in full detail and as clearly as possible.

Cities throughout the world are experiencing something new.

One sentence.

In the past, people from rural areas streamed into cities in the hopes of earning more money.

second sentence.

However, this led to serious problems of overcrowding, with people living in less then desirable conditions.

third sentence.

All the usual facilities of a city, such as hospitals, schools, policing, sanitation, and the like were stretched beyond their capacity.

fourth sentence.

The people who had moved to the cities in the hope of a better life were trapped there.

fifth sentence.

But other people, people who were in the middle class economically had options.

sixth sentence.

Real estate developers began to see opportunities to create housing for people outside the city, where schools and hospitals and public facilities in general would be designed to be able to meet demands.

seventh sentence.

Now, cities are losing population, but losing that population then can least afford to lose, and the people who are left behind are finding themselves in even less desirable conditions as the tax base decreases and public services decline proportionately.

eighth sentence.

You have to write eight sentences, you have one given to you, your topic sentences is usually the first sentence, heres how it goes,
Topic sentence=1 sentence
Describe/expound on the topic sentence=6 sentences
Concluding sentence(usually a restatement of the topic sentence using different words and your concluding thoughts)=1sentences.

It means that you must write one paragraph, and that paragraph must have a topic sentence, six support statements, and one concluding sentence.
