My neighbor who causes so much noise in the weird wee hours of the morning are unusual. O.k. The wife plays with the dog outside til 2 a.m. in the morning yelling his name, and scantily clad. The hubby brought his truck this morning 3 a.m and began shoveling dirt/something from his truck onto his property. Could this mean he is stealing something from somehwere? I mean he works for this semi-company.
This family even has family members coming at 12-2a.m. in the morning for visits and people coming and going in their home. They seem very suspicious, and are always looking behind their back like something is going to happen very-unusual. What are your thoughts?

By the way this is where houses are, and I believe semis are not allowed on property or city roads, and especially at 3 a.m. It was loud shoveling, like he wanted to wake up the whole neighborhood.

The semi truck left very fast, so I couldn't get a name on it. How could you report something you have no information on. It was soul loud the shoveling it scared the crap out of me.

Sue when the neighbor screams her dogs name every single morning out loud at 2a.m. in the morning and you go to the window to see what the commotion is, you nitwit, and you happen to see who the loser is who is doing this. So don't judge. Don't you look out the window if something or someone is loud at unusual hours when all are asleep. Gosh.

You need to be calling your local police with all this information.
Their reaction to the situation will be based on the noise and traffic ordinances of your town and location.
If there are noise ordinances in your area, the police will take care of it.
I don't think you need to be commenting on the neighbors wife being scantily clad...why are you looking?
If there are no ordinances, either choose to live with the commotion, and mind your own business or go have a talk with the neighbors (during daylight hours,) and nicely tell them that the early am commotion is ruining your nights sleep and if they could keep it down you would appreciate it.

Why are you so concerned if your neighbor is stealing? If he's not dumping the possible "hot" item on your property I wouldn't worry where the dirt comes from, and what he's doing with it.
As for the noise in the middle of the night, find out if your town or city has a noise ordinance. Make a visit to the police department and file a formal complaint against your neighbor.
Maybe they think you're a night owl as well since you're obviously peeking out your windows and doors to see the action next door.
If the noise really was that bothersome, why haven't you contacted the police by now?

First semi-trucks are allowed on all roads except roads that are clearly marked NO Trucks. Second. Ok your neighbor is rude for shoveling at 3am in the morning and the wife is a little freaky for running around scantily clad. Have you called the cops on them? There are noise ordinance laws. Finally though, I am a truck driver and i sometimes get home at 2am or 3am in the morning. I usually don't bring my truck home but I do sometimes. This is my job and sometimes it may be the only transportation I have or I need to do something with the truck on the 34 hours that I get off a week. I also have two dogs. That yes I take out in the middle of the night in my pjs. I take them out in the morning in my pjs. I sometimes have to call them because dogs like to explore smelling things. We have a lot of wild rabbits around here so the dogs are always lost in another world looking for them to play with. And finally. My husband and I are night people. We do everything that you do during the day at night. From grocery shopping to pulling weeds in the garden. It just works out that way. We try to be mindful of the neighbors sleeping but lets be honest they arent very mindful of me sleeping during the day now are they. One more thing. I highly doubt he was stealing anything.

I can understand your reason for being curious, activities such as this, at this time of the morning is suspicious. Next time, call the Police out, there is such a thing as disturbing the peace, especially at that time of the morning. Maybe the Police will discover a lot while there and take care of the situation. Or you can go to local PD station, talk to a Sgt, let him know what is happening and your concerns, they will probably keep a eye on that place.

Most cities/towns have local ordinances for noise. Usually quiet time is between 11 pm-7am. Call the police and complain. If no law exists go to city council. Meanwhile call the cops.

Maybe he just works unusual hours. A truckers schedule can be very unpredictable. Maybe their meth heads, or quite possibly your reading to much into these actions. Get to know your neighbors, and express your concerns to them politely. If that doesn't work calling the authorities should be a last resort.

OMG. Don't talk to me about noisy neighbours!
I, honest the god, do understand your agony!!
I live on 10th floor and the guy who claims to be a truck driver lives below us on 9th.
He has turned his apt. into a shop and manufacturing some sort of metal, i guess!
Constant hammering and power tools which starts from 8 am till late afternoon, on and off and occasionally till 2am!!
Do you believe this!
We unfortunately have the most incompetent buil. manager who doesn't want to get involved. So, here we're!!
But I start to taking care of it in my own way, which is starting to work! giving him a dose of his own medicine!!
I HATE ARROGANT PEOPLE!
ADD: i would discuss this with police and tell them about noise and suspicious activity. It wouldn't hurt to try. You could also talk to them, few times as a warning, in nicely manner to avoid anitiate hotility before calling cops. Some times, it pays off, and of course if you're up to that.
