All materials will conduct energy to some degree. Even an insulator like rubber is conductive to electricity if the voltage is high enough, ie into the megavolt range. Silver is the most conductive for direct current, followed by Copper. Silver isn't used in electronics due to its low melting point. The conductivity for an element is the reciprocal of the resistivity, or 1/R.
