The local humane society here has a "Pennies for Puppies" campaign every year in order to raise money to have dogs spayed and neutered. They live big pickle jars in all the vets offices and other places in town. They advertise it on the radio, newspaper, etc and it seems to raise a lot of money.
If you need money quick, this would be a great time of year for a community-wide yard sale.
Maybe a walk-a-thon. Get people to sponsor a dog and have a volunteer to take the dog on a walk. Every however many minutes he's walked, he gets X amount of dollars, pennies, whatever from all the sponsors.
Or how bout selling calendars that has pictures of some of the pets in your shelter. I'm sure you could buy some software that would help you create the calendar, and then get some paper in bulk from a Staples, Office Depot or some place like that. Heck, they might even donate everything if you promise to put a sales plug in for them on the calendar.
I believe showing pictures of the animals or showing the actual animals in whatever fundraiser you do is paramount. Let the people see that, hey, these are real animals that need their help.
The local Target here in town has pictures of the local shelter animals at the front of the store, too. Maybe you could do something like that and ask them to put jars at the checkouts with pictures of the animals. Just a few thoughts.
Maybe even a doggie and kitty fashion show. Let people from the community come to show off their pet, and they pay an entrance fee to enter, and maybe you could get local stores to donate prizes.
Or a pet parade around a local park. Same idea: people from the community bring out their pets, you and you bring some from the shelter. They can either pay an entrance fee and/or you could have local vendors who pay to set up there.
You could do a silent auction too. The item goes to the highest bidder!

There was a fundraiser I did in High School called a Penny War. You have to get some local businesses involved, the more competative they are the better (car dealerships are an excellent example) ask them if you can place big water jugs there and for every penny you get it's a point, for every nickel, dime, quarter, or dollar they put in, it takes money away. This is a PURE profit fundraiser. If you want to make it a dollar war, make anything up to a dollar a point, then anything after that will take points away. This is alot of fun when people get involved and it helped us raise almost $1,000 in a week just doing it with pennies :D Hope this helps

A rabbit rescue in my area commissioned two artists to do some artwork series just for them. One did a 3 or 4 series of the rabbit and the moon which were very beautiful and the other did a seven part series of the seven deadly sins but with cartoon bunnies which, as you can imagine, is VERY funny. The rescue now owns those paintings and they put them on everything from coffee mugs to t-shirts to framed prints. They sell them at adoption/pet fairs as well as online from their website. Oh, also, in my city their is a huge dog event (Bark in the Park) that a neighborhood association puts on and the entrance fee goes to the local humane society. It's a major deal. Check out the websites. You'll get lots of ideas for fundraising.

One thing that really helped my local shelter was to find local places (absolutly anything!) to donate a couple things for a raffle. All people had to do was donate some stuff to the shelter to enter the raffle. It could be money or a bag or cat food. That brought in a ton of people!
They also did an event where they put paint on some of the animals feet and let them walk across canvas. They then held an auction to sell the paintings.

Pet Beauty Contest-with entry fee
Have a dog wash or Puppy's day spa
Sell chances on a (100gallons of gas) or what ever else you can get for free.
Silent Auction for donated items
Put local (good-natured politicians) in "jail" and have them raise their(bail) by calling friends and getting pledges-of $$$
Secure a well known talent for free, have a grand ball charge $100.00 per plate , sell em all chances on items, and have the silent auction as a grand finalley

not sure what your current fund-raisers are..but maybe a Dog Walk-a-thon, where people can get sponsers to give them so much per 1/2 mile/mile walked and they can bring their dogs on the walk with them.
