It's up to the seller. It probably helps to think of it as a normal sale in any store-you don't get the goods until you hand over cash. if you really want to pay by check you might think about using a money order. It gives you a layer of protection from potential fraud, and you can get them from the post office for very little-maybe less than a dollar.
Better still is to register with a service like paypal. Check their website at www.paypal.com to get a good idea of what they do (very basic summary-for a very small fee they act as a middleman in a funds transfer) and since most people on ebay use it the convenience is amazing.

Most sellers will expect to receive payment AND wait for the check to clear before they'll send the product out.

people who sell on ebay want cash first, and they will wait for your cheque to clear before sending. That's why it is very important to ONLY buy from people who have excellent rating and pretty much make ebay a business, where they can not afford to be ripping people off. It is best NOT to buy something, especially an expensive item on ebay, and definitely not from someone who dones not have an excellent track record. I have purchased about a dozen items on ebay without any trouble.
