Here are my criteria:
1. I'm willing to endure hot summers so I can have mild winters. I'd much rather burn than freeze.
2. Relatively low cost of living in order to have a great quality of life
3. Amiable and easy-going people
4. Easy access to art museums, live music, many ethnic restaurants, and eccentric neighborhoods
5. Close to great recreational opportunities (hiking, biking, boating, etc.)

So far, my top pick is Texas, because it's a large state that is on the move and has very friendly people. Of course, I'm open to other options, otherwise I wouldn't be asking this. I currently live in Kentucky, and it's boring and unfriendly; I want out.

cheeky: I live in central KY, between Louisville and Lexington. I've lived and traveled all over KY, though, and I must say the entire state sucks, period!

I too live in Ky. and evidently you live in the wrong part! I live in Eastern Ky. near the Ohio, West Virginia and Ky. border! Where are you?
edit: I'm really sorry you feel that way. I left twice and returned and am staying! I wanted to raise my children in a safer environment and I have that where I am. Except for maybe the "Duct tape bandit" hahaha

Albuqurque new mexico (yes new mexico is a state) summers are hot, but not humid hot, it's a dry heat. Winter is mild, and it's a mile high, so there is snow, but it's not realy unbarably cold.
Wide veriety of housing types, fits anyone
Everyone there is either easy going or working through life, but i'm sure if you looked hard enough you could find some real stressed people.
There are many museums, and a couple ampatheaters, it's the city bands go to when they come into the state, the ethnicity is more mexican/spanish oriented, so there are stores that sell that kind of stuff, but restraunts are normal, italian, and other places, along with your regular subways, mcdonalds burgurking etc. For eccentric, there is a little bit of every kind of people, but there are areas of very eccentric, and others not so.
It's on a mountain side, so lots of biking hiking, and there are a few larger rivers that are more for boating, but not realy any just to go swimming.
It's near texas, and it's a pretty big city, but if your looking for a smaller city, there's the eastern part of washington i'd suggest wenatchee.
average size city, but same for 1 2 3 and 5. except for the mexican/spanish ethnicity. 4 is acurate, but not as much as Albuqurque.
Built around a river system. And is also on mountains.

I use to live in Texas, and it would appear Texas would you you to a T. The summers were hotttt, but the winters were mild..a few cold days with ice, but mostly 50s. People are very nice; I thought southern hospitality was a lie until I moved there from the north...there's malls and stadiums and museums and several, several different restaurants. There's also boating and fishing and hiking around most of Texas. I agree with your opinion if thats what you're looking for, texas will help ya...just watch out for the word 'ya'll', and grows on ya!

Portland Oregon and Somehwere around Mt.Hood Oregon...
Also a good place is in Warm Springs and also Florence.


Portland is the biggest city in oregon:

Mt.Hood is the biggest mountain in oregon:

Warm Springs is about 1 or 2 hours part Mt. Hood and it's really pretty and theres a beautiful place called Kah-Nee-Tah

And Florence is southern from Salem....

Search then all up on google maps.

I am from Kentucky myself (from the Bowling Green area) - and I have found if you looking for more - like #4 and #5 - then I would suggest Tennessee. The laws are so much different (as Kentucky is a Common Wealth State) -

Colorado , in fact Colorado Springs , lovely tanning weather , mild winters , short drive to the mountians for hiking camping climbing , lots of night life , and plenty friendly people , ok u can have some of the benefits but Jobs are hard to find and economic wise .its really tough . but u always have the option of a tent to live in . the view is amazing
