As long as you have a filter, you don't need an air pump, if that's the type of pump you're asking about. The filter does a better job with adding dissolved oxygen to your water, because it disturbes more surface area (which is where the oxygen is absorbed into the water).

The only reason to use an air pump is if you're using it to run an undergravel filter, and a powerhead does this more efficiently than an air pump.

If you are talking about an air pump,then no,if your filter breaks up the "surface tension" of the water the oxygen exchange will take place there.

Not neccesarily. You should put a pump if you like bubble making stuff. I don't always like the look of the bubbles.
