Can you image map in Photoshop CS2? If so, how?

Not directly, but CS2 and up include Image Ready.

If your image is open in PS, then go to File -> Edit in ImageReady.

Once there use the image map tools.

Use help system to see how.

You can also right click on your file and choose "Open with..." then find and choose ImageReady.
