Make an anonymous call to the narcotics division with all the details you can possibly get so that they will take you seriously. Do not call from your home phone nor your cell phone. Use a pay phone if you can even find one these days. You really do not want to reveal your identity because if dude is holding that much weight, he is probably holding a couple of weapons as well. Just keep following up with the narcotics unit until you see some results. If that does not work, start sending letters to the Mayor of your city. Big ups for you for taking a stance on drugs in your community. Many more need to do the same thing.
