you don't need an Internet plan to download data, but AT&T will charge you for internet usage.
I'd say goto your main menu, then setting. scroll down till you find WebAccess, select Browser setup. Service Load should say Allow.
Maybe you need to setup media net or something.

call AT&T and ask them or try their website. you may need to register or something.

read this answer if you have a data cable that connects the phone to your computer.

I get the same thing but listen.

I have the Razr V3. I use a software called Motorola Phone Tools which I open up an mp3 file I have with it and then cut out what I want the ringtone to be or an entire song, then I put it in. If you want it, call Motorola or use torrents.

Torrents option:

Go to torrentz.com or suprnova.org or just Google up "Motorola Phone Tools torrent". If you're not familiar with torrents, then copy the link to the torrent file, the direct link of course the '.tor' or whatever one you know. Go to bitlet.org and paste it in, then click download. It'll take a while since torrents are a pain at times for downloading but you'll get it.

Connect your phone with a cable to your computer, install the phone tools thing, there you go, you should know where to go..

First try sending and receiving a text message with someone in your locale. If messaging works well then call customer service with your complaint.

okay most likely its because you dont have internet on your plan you have to have internet to download a ringtone.. but if you do have internet then it might be because you dont have a signal or your media net secton on your phone has been screwed up .
