Yes they can pick up anyone they want. The cut on Tuesday limits teams to 75 players. If they were to pick up a player, they would have to immediately cut a player on the team to stay at the limit. And of course the final roster is 53 players. If a player were to sign with another team after getting cut it will be difficult, because he now has to learn a new system in a short amount of time. If a coach thinks a player can help out his team he will get signed. Every year you can guarantee a few cast aways on other teams for a number of reasons will get signed with another team.

Yep, they sure can, a team can pick up anyone that is not under a contract or with another team. As far as the players they can have, there is a roster limit of 53 players and 45 typically dress for a game.

The players that are released are free agents, and can be signed by any team.
The problem is that all the other teams are also cutting players, and are unlikely to sign someone that was just cut, because the new team may not have room for another player.

Teams already have been signing released players. No there is no limit but you still have to get your rosters down to the required 53 by a certain date

Yes they also have to follow the roster limitation. By now though you will mostly see late rounds picks being cut. The best of who gets cut is USUALLY long cut by now. Once in awhile you get that surprise, but most cut now stay cut unless the team wants that position.

Yes they can. NFL teams can basically get anybody they want if they're willing to sign a contract with the team.
