Contact the Bar Association in your state, they can help you. In some states they have what is known as legal aid, meaning free attorney. Try to google it, that might help you find something. You might also contact the State Attorney General's office about this, especially since he is mentally disabled.

There are advocates out there. Like the guy above said, you can get a lawyer to work it as a charity case for the tax deduction. If that falls through there is always the DA. You can also get an advocate, a volunteer who will look out for his best interest. Its hard to say who you should call as it differs from state to state. you can call 211 for social services agencies in most places, or you can contact your local state or county (depends where you live) board of MR/DD. You can probably find out who runs your board of MR/DD by calling 1-800-fedinfo or firstgov.gov. He should already have a social worker who should be helping him out with this as well.

every city has a 'legal aid' department. depending upon where he lives (city), he might be followed by a special department. you could call the local department of human services or adult protective services and ask them. some states have MH ombudsmen. He will probably be given a court appointed attorney to defend himself. you may be able to contact the court system. Also, there is probaby a mental health center supported by your local medicaid office. they can help too. if he is over 60, call your local Area Agency on Aging.

Contact the county's dept of health and family services. They will be able to get him into contact with someone that can assist him.

He should also have a case manager or county rep assigned to him. They should be assisting him with this - that is their job. Check things out. But contact your county DHFS.
