The punchline was that the world would never know, but I think in the commercials, the owl took two licks and then said "three!" and ate the whole thing at once...

The formula is

N = (At x d)

Where N is the number of licks, At is the area of the tongue being used and d is the distance from the outside of the tootsie pop to the center...

I found that the bigger the tounge the less licks. It took my mom 80 licks when it took my two year old sister 199!!!!!
