There was an NFL Europe play from Germany Samuel Gutenkunst who practiced with the Baltimore Ravens last season. He was never officially on the team's roster as an active player. He was there to keep in football shape and to get a learning experience from an American NFL team.
I'm pretty sure that there where other foreign born players around the league who played for NFL Europe, but latched onto American NFL teams here in the US to practice last season.
Lawrence Tynes who used to be the feild goal kicker for the Kansas City Chiefs, now for the New York Giants was born in Scotland.
So the NFL has some exposure to foreign born players, but as for active foreign born NFL players, they are few and far in between.

There have been numerous soccer players from other countries who have been kickers in the NFL, John Smith for the Patriots in the 80s, Martin Gramatica, Garo Ypremian, just a few who come quickly to mind.

Yes they can but its a very difficult process for international players to make NFL rosters.

Yes, the punter for the New York Jets Ben Grahm(sp?) is a former Aussie rules football player. Now if you can get over a 215lb punter, that's another story.

Yes actually the one guy trying to be the Eagles punter was apparently an Aussie Rugby player until recently.
