Depends on their intended use. They can be rented to save the high initial cost. A timeclock will help certify working time for employees and non-working time for the employer. If you have that employee who is "only five minutes late" every day, thats a half hour a week. Pay should be based on the timeclock figures for both the employee and employers protection. There will always be problems with the employee who thinks it is okay to punch someone elses card for whatever reason but most places make this a dismissal offense.

I see them used in warehouse/transportation and have seen them used on 'work" in graphics. One document might go to several people for different reasons. Time clocks would keep track of actual time spent for billing.
Access Control Systems can replace them and are less easily fooled when combined with CCTV. I had requests to use them on restroom doors, lunch rooms, supply areas. We never installed them once they saw the cost. It can be done without locking the doors but the long range readers are very expensive too.
France will not allow the sale of an Access Control System that has this tracking ability intact. I will guess that the time clock is also banned.

I don't think that they are, we used to use a time clock, now we clock in and out on the computer.

sure ... Their not that expensive .. However I bought one that had the hardest time punching in the write spot, it was so annoying that I threw it away and bought a nice one .. don't go to cheep..
