Yes, dogs CAN and DO talk to each other. We're still trying to figure out how.
Dog barks do communicate, so that's one method.
Dogs are great at non-verbal communication, so body language is another means.
It's been said said that they also have mental communication and send picture images to communicate with each other. I've been told this by people who claim they can talk to the dogs. I don't know if they can. I'm still trying to figure that one out.
I can tell you that I walk in and out my front door anywhere from 6 to 12 times, and the one time I'm ready to go get in the car to run errands, the dog or dogs are at the door asking to go with me.
I can have the front door closed with the dogs outside. We go in and out... no attention is paid to us. Inside, we say, let's go to the store and as we exit the house, the dogs are waiting at the car door waiting to join us. They couldn't hear us throught the door. Dogs don't have that much vocabulary.
I can't explain how they KNOW when we're ready to go.

Posture, facial expression, touch, sound and scent.
Dogs have a wide range of expressions, the most obvious being ones like tail-wagging, cowering, rearing up, the "grin", various kinds of teeth-baring...
They also have a significant range of vocalisation... not just barking... there's a little low rumble that just means, "can I get your attention", to the higher-pitched one which means "OK, that's enough, stop now", and the variable-pitch sounds that have variable meanings from "I'm hungry" through "I need to pee..."
Now, those are just some of the very few interpretations Ive been able to make, as a human... but that serves to convince me that they DO have the ability to communicate meaningful and coherent information... though perhaps not in ways or terms that we might recognise.

I think they say "bark! bark!"
And then reply "bark! bark! bark!"
Whimpers, barks, tail wagging, showing of fangs - all convey messages to dogs, but in a very general way, not in a "Hey! My name is Bob! Let's look for something stinky to roll in!" type of way. It *is* communication, but can hardly be called a language. More like "common ground", the way a smile or an open hand or tears is commonly understood among humans, regardless of their culture.

They can't "talk" so much as they can communicate. Ever heard that dogs can smell fear? Well, they can smell any kind of emotion. That, coupled with stance and ferocity of barks, can send the message across without much difficulty.

Dogs are very limited because of their closeness to Humankind. Wolves talk/communicate in tactical movements and sounds to catch quarry as well as in their family groups.

Yes. They wag their tails and bark and growl. Mostly they sniff each other. I think all animals communicate with their own kind. I know they communicate with us. They bark, growl. hiss, charge, purr, lick our hand.They bring us their favorite toy. They bring us their fresh kill. Yea, they communicate with us and with each other.

Their communication is through scent. This is their means of communication. They know what other dogs have been in their territory and which females are ready to mate all by smell.
