All markers have a vehicular base. The solvent that they pigments or dye are suspended. Some are water, which makes them able to bleed when wet. Some printers have inks that are water soluble.
Some markers have alcohol, (many different types) or other solvents that are not water-soluble and are permanent. These markers do not run if they get wet, but will if you use the proper solvent on them.

I did a drawing once years ago and didn't realize that I had used several different types of pens. I decided to spray it will a finish. Some of the inks turned from black to purple, some ran all over the paper some turned black to blue and some just sat there and never moved. Was really a shock but a good learning experience....and a ruined drawing.
