It's not crazy at all to use eight hours from Narita to Tokyo and back.
Depending on the day you go, I recommend Harajuku if you're there on a Sunday... there's street markets and shops there, and you get to see the cos-play-zoku walking around there as well!
And if it's not Sunday, I recommend the Senso-ji area in Azakusa... street market, and the temple to visit if it moves you.

It could be a little crazy...Narita is actually pretty far from the center of Tokyo. But if you're willing, it's completely possible. I'd recommend taking the Narita Express train (this could get quite expensive, and still would probably take you 2 hours each way) and go straight to Shinjuku. You can go virtually anywhere in Tokyo from there, although Shinjuku is quite a nice place in itself. Other places I'd recommend are Shibuya and Harajuku.

It's doable. If you take the Narita Express you can get to Tokyo station in about hour, but taking into account potential train and check-in delays, I'd recommend limiting your stay to six hours max.
Your three best options for street markets and shops are:
1. Akihabara. A two minute trip from Tokyo station, this is the electronics and fetish mecca of the world. From old shacks to gleaming towers, Akihabara has it all. For something unique, try having lunch at a "maid cafe", where all the staff are dressed up as maids who speak with the highest reverence towards their "master" (there are also "butler cafes" for those who prefer males)

2. Ueno Ameyoko Market. About seven minutes by train from Tokyo Station, the largest open market in Japan. Shops and shops galore!

3. Harajuku. About 20-25 minutes by train from Tokyo Station. Harajuku's glory days have passed, but it's still one of the trendiest spots in all of Tokyo. Takeshita-dori Street is still the place where young Japanese girls go to see and be seen, and where you'll find among other things the only shop dedicated to Elvis Presley goods in all of Japan.

sounds like fun! when you get off the plane go to the JR Line Ticket counter and buy your ticket for the Narita Express, jump on the Narita Express train for tokyo and youre there, the ride isnt that long as the local train and you will have enough time for whatever you like. I would recommend getting on the Yamanote Line from Tokyo station and check out Shibuya and Harajuku area if you are looking for clothes, shoes,ect. and if you want electronics, hobby stores, then you can check out Akihabara on the Yamanote Line. You could take the Keisei Skyliner to Ueno and check out the Ameyayokocho market. Ameyayokocho is the former black market area from the post-war days. It's gone legit now, but it's still the most "colorful" street market in Tokyo. Ueno would also give you good access to Asakusa shrine and it's market and Akihabara.

Tokyo Tower (you'll see a lot of place from there) and World Trade Center! Just walking around and taking pictures was good enough for me!

It isn't completely out of the question, but it will take you an hour and a half to two hours each way.
I recommend Shibuya. There are tons of shops there.
