No. It's an internet hoax.
Someone was quoted as saying that mars will look through a telescope the same size as the moon is to our naked eye. The Mars size and moon size relation was taken out of context.
As for time, I am not sure...

No. That bogus story started in August 2003 when Mars did come closer to Earth than any time in the last 50,000 years, and it has made the rounds on the web every summer ever since. But even then it just looked like a bright star. It never looks any where near as big as the Moon.

A lot of other folks got that completely wrong and completely impossible email, they didn't bother to do any research of their own, and they obviously have no understanding of the basics of astronomy.
For Mars to appear that large in our sky it would have to be only twice as far from Earth as the moon, or maybe 450,000 miles away. Since it never gets any closer than 35 MILLION miles, it never appears as more than a bright pinpoint of light like a star.

Totally bogus.
Mars never comes closer than 34 million miles, and that is not happening this year (closest approach in December will be 55 million miles)
The moon, which is half the diameter of Mars, is 250000 miles.
Mars can thus NEVER appear any bigger than a star seem to be.
