In the USA, it was needed after the laissez-faire confederacy proved unworkable. The 13 colonies each signed an individual peace treaty with Great Britain recognizing each internationally as independent countries. There simply needed to be some sort of entity to keep these 13 nations working together so they decided to delegate certain powers to a federal government the main ones being: national defense, international relations, and interstate commerce. They recognized that working together as a free trade zone with standardized foreign policy was best for all. How we got to the point where states are large counties of the federal government and the federal government does everything for everyone (and as should be expected for such a large and complicated enterprise, terribly (one size fits all and all of that)) I am not sure.
