can i close my ebay account and open another with all the same informtion and same paypal account. Is this allowed or can i be banned for this?

Sounds like what you want to do is change your user ID. But why? Do you want to get away from bad feedback? Changing your ID/closing your account and switching does no good, as long as you are using the same email address and Paypal account. More importantly, why do you want to? If you have a problem with your username, I'm sure eBay can help you change it.
