In the old days of the Pentium 133 MHZ CPU's they often only had heatsinks on the CPU's. They got rather hot because the heat wasn't easily able to escape from the heatsink. The CPU fans work like the electric radiator fan in the car.

The fan draws cool air through the heatsink and helps pull the now heated air away from the heatsink causing it to cool.

The cpu gets very hot. So they usually come with a heatsink and a fan to spread out the heat and the fan to cool it off.

Keeps the CPU from overheating and saving you the cost of getting a new processor and possibly motherboard.

It draws heat off the CPU and vents it into the cabinet so it can be dissipated. Without it your CPU would fry in just a few minutes.

To cool the processor(actually it is not cooling only reduce the overheat) by sending out the hot air out. By this process the life of the processor is increased. So fan is not working repair it immediately.
