The Supreme Court would have a lot of fun invalidating it as unconstituional (and I suspect that whatver the high court of Canada is called would be having the same bit of fun).

Well, the good thing is that Canadians would have ousted Bush by now. He would get a vote of non confidence and be gone.
However, the poor Americans would be stuck with Harper.. but that might not be so bad because he can't do anything without asking Bush first.. and Bush would be long gone.
