It's a curtain weight. When you have curtains worked by pulling a loop of string, it sits at the bottom of the loop to keep it hanging straight and neat.

um, is it a decoration...like a hanging thing? i got that becauase there is string on it. it kinda reminds me of buoy. which, we hang for decoration after finding it on the beach.
