My male teacher is always telling me to "do my tie up" and then does it up for me.Is this perverted or does he think I'm not old enough to ajust my own tie?(I'm 16).

He's either perverted or he wants to embarrass you so next time, you'll just do it yourself.

Only he knows what's going on in his head while he does this. It COULD be perverted or perhaps he's just thinking "maybe if I keep treating her like a baby she'll learn to keep her tie done up like it is supposed to be."

He should not be touching you for any reason! Yes, it is perverted. Next time it happens just take a step back and say, I prefer to do it myself, thank you and walk out. You are asking for Trouble if you don't.

(schools require girls to wear ties??? How old fashioned is that!)
