its is 16 since the square root of 16 is 4 and 4x2=8 so 8+3=11

if it's the:(2y)^-2 + 3 = 11
y = 32
checking:
(32*2)^-2 + 3 = 11
64^-2 + 3 = 11
8 + 3 = 11
11 = 11

32x2 = 64 square root is 8
8 + 3 = 11

If this means sqrt(2y+3) = 11 then y = 64
If this means sqrt(2y) + 3 = 11, then y = 32
You should use paretheses to make clear which one you mean.

the right answer is 32.

((sq.rt of) 2y) + 3 = 11
((sq.rt of) 2y) + 3 - 3 = 11 - 3
((sq.rt of) 2y) = 8
sq.((sq.rt of) 2y) = sq.(8)
2y = 64
2y/2 = 64/2

then y=32
