The rules vary with the purpose for the ID picture.
There are some women of the Muslim religion who say that they need to wear this covering over their face. The DMV says that we in America honor and respect your religious beliefs and we would never ask you to violate that, but for people who desire the privilege of having a license to drive on our highways, the police need to be able to recognize the face of the driver. We do not yet have a system that works satisfactorily for identifying drivers whose faces are covered, so regretfully we cannot be issuing licences to people whose faces are to be covered, for any reason.
Some Muslim women, and their families, have gaken this to court, and the courts have ruled in favor of the DMV.
The DMV photo pretty much shows just your face, not rest of body.

Yes actually there are rules. No hats or sunglasses. Reading glasses are usually OK, but they may ask you to take them off. No "humorous gestures" are allowed. In fact, the rules say exactly where your head must be in the photo, etc.

There are rules, especially one that forbids using sunglasses or anything else to obstruct your face.
The photo will be taken by a digital camera, and can be previewed on a computer. If the photo is not acceptable to their standards, they will ask to re-take it.

The id is a little more serious and used to verify who you are. Sunglasses would be out but I think it is okay to smile..... I did.

and your bandana if you're a motorcycle rider.
