It depends on what you mean by smallest and city. Smallest by population or area. Are we strictly talking cities, or towns too. Loch Arbour, NJ is 0.1 square miles, 2 blocks by 5 blocks.

As a major city, San Francisco is one of the smallest at 49 square miles. It's seven miles across and seven miles from south to north. But, I believe Washington D.C. is only a little more than ten square miles in size.

There are some towns in texas so small, it took us less then five seconds to pass through them. So if they aren't the smallest, its going to have to be pretty small.
