Definitely Bellingham!!
Lived there for two years recently, and loved it. Was originally from Eugene, OR, and Bellingham is like it in many ways, so I guess that is partly why I liked it so much.
IMO, Bellingham is the perfect size for a city, all the amenities with little of the hassles of larger cities. And with being 90 minutes from Seattle and an hour from Vancouver, B.C.; what more could you ask?
Especially great for those who love the outdoors, natural beauty, and travel!

Both cities are known as havens for nutty college kids with radical ideas and little real-world experience to back it up; but I'd say Olympia's college kids are nuttier. Bellingham's a bit more remote from the megalopolis that's sprung up connecting Olympia to Everett, so there's a bit fewer people there, although there's also fewer jobs to be found... the college kids have done an excellent job of chasing big business out of the town, even ones that had already been established there. They've at least made sure that there are plenty of parks in the city--more within the city limits than any other city in the country, or so I've been told. You're also close to Canada, and the San Juans, and the North Cascades--and still not that far from Seattle. I'd pick Bellingham over Olympia any day.

Bellingham, you're away from all the politicians and the Evergreen people. Also Bellingham is closer to Vancouver, so you can head to Seattle or Vancouver when you want to go to the big cities. Olympia is a pretty area, but I like Bellingham more personally.

It depends on what kind of person you are... I'd personally choose Seattle over both, but I understand that's not the question.
Bellingham has a much more hippyish feel to it and is also a college town, home to Western Washington University. Olympia has a more punk feel to it.
I guess I'd prefer Bellingham, although not because I prefer that hippy sort of feeling to a town. I like its close proximity to Canada, if I weren't going to be in Seattle, as I love to head up to Vancouver! I also love that it's a beautiful city and it's pretty affordable.

It's really a toss up.
They're both great cities, with a lot to do. I like them both because they're smaller than Seattle, and life isn't so crazy there.
Bellingham is close to awesome snowboaring-- at Baker and not too far from Whistler/Blackcomb. It's a quick drive to Vancouver BC, which feels a world away. Bellingham also has the best potato burritos EVER at casa que pasa http://www.barstop.com/casa/
Olympia is really pretty, not too far from Seattle, Tacoma or Portland, OR, and an hour drive to the ocean. There's also great eats downtown. My family lives in Olympia, so I'd probably end up there. However, if they didn't, I think I would still choose it due to the easy access to the other cities and oceans.

I like Olympia better, it's easier to take a trip to the ocean beaches, Mt. St. Helens, Mt. Ranier, the Olympic Peninsula, Tacoma, and Portland. It's a more centrally located place, but Bellingham is a nice city, it's just too far from everywhere for my tastes, unless you make frequent trips to Canada.

I'd rather stay in Seattle, but if I had to choose one of the two it would probably be Bellingham due to its proximity to Vancouver BC (it's my hometown and I still have family there so it would be convenient and I could still spend time in Seattle, too.)
