I don't know who owns the property, but it doesn't seem like it should be legal for the city to do this.

The land owner needs to do that or be fined if the city does it for them. Make sure it isn't your property!

I've lived in two cities that would mow or clean up lots if the owners didn't do it after being notified. There is a charge for this and each city has their own way of collecting it.

If you want to know who owns a property all ou have to do is go to the County Tax Collectors Office with the address of the property.

And... I lived in one place that gave you a fine for each day after a posted date on the notice that the order ignored.

So I guess to answer your question, Yes they can fine the property owner.

Depends on the local gov't. Here in Chicago, there is a patch of lawn between the sidewalk and the street that is not owned by the property owner who's property it is in front of. The property owner is responsible for the upkeep of this area even though they do not own it.

Of course they can't. As a matter of fact, if you were to mow your neighbor's property without permission, YOU could be sued by the neighbor for trespassing.

This happened to my mother once. She just called the city and that cleared it up. The people who work for her town know what they are doing, and have some brains.

No. If you do not own the property, you have no responsibility for its upkeep nor do you have the legal right to alter it.. Trust me, if it were legal - we would have been mowing our neighbor's yard ( weeds) all summer!

If it's adjacent, then the city might be assuming that you own it. You should be able to easily prove that the land is not yours, and therefore not your responsibility.

No, and they can't get you to mow the one down the street either. Do they know you don't own it? Does anyone living in that house own it?

Not legally. Tell them to prove you own it or to give it to you before you clean it up. You may need the advice of an attorney if they are serious about this.
