Dissapearing, dodging phone calls, and kind of making the other person come to the realization that the relationship is over is to me the worst kind of break up that one can do. And there is no good time for that.
At least have the curtosy to call and say why, even if the reason is not true at least that gives some kind of cloasure to the person who is being broken up with

Just stop seeing them and calling
or taking/returning their calls then show up at their favorite haunts with your new love interest arm-in-arm, without even attempting to hide your affections in the least bit.
And as for when, that would be on that person's birthday or during a major holiday. Also the worst time is during a major crisis: surgery,
death in the family, a state of emotional mores, etc.,.
