assuming no loss of material in cutting :-)
2 1/4 x 4 = 9" multiplty by the divisor to get a whole number ,
9 is a factor of 36
36/9 = 4
so 4 x 4 = 16 pieces .
the other way
x = 36 / 2 1/4
x = 36 / 9/4
9/4 x = 36
9x = 36 * 4
x = 144/9
x = 16
