Look for a software synthesizer or audio generator with flexible controls, that will let you generate sounds with frequencies that low. If your computer's sound card supports that capability, connect a good subwoofer. It won't have linear response that low, but it should still have usable output. If you can't get your computer to do this, try to borrow an audio signal generator from a local school, lab, or amateur radio club (try arrl.org).

You won't be able to hear it, of course, but you can actually make a microphone that will pick up sounds below 20Hz... it takes a piece of 5 inch PVC pipe about 50 feet long. Point the one open end at something like a thunderstorm and put the microphone in the other end and seal that end with something like duct tape. You will be amazed what sounds you will pick up at that low of a freq.
