Yes, as a tech, I use that info to duplicate a code condition. By comparing the live data stream to the freeze frame data, I can verify that there truely is a problem or driver induced. It is good for verifing that the problem is fixed.

when selecting a scanner, i look for:
Vehicle Coverage
amount of live data(the more,the better)
freeze frame
Mode $6 info
graphing capibilities
DTC currect, past and pending
Test status

only professional or computer/laptop based OBD2 scanners have these options.

the little hand held ones are CODE READERS not scanners.
you will need access to all that info to correctly diagnose a code.
Note: The code points in a direction to start diagnosing, Not the diagnosis itself. You will also need a diagnostic flow chart, wiring diagram and other tools to truely fix an driveability problem.
