I heard Bill Cosby bought the rights to all episodes of The Little Rascals, and then destroyed them all, because they portrayed Buckwheat in a demeaning manor. Is this true?

That's just someone making stuff up. Don't believe them. Bill Cosby is way too awesome to be doing something like that.

^No it's not true, the Cos is way to cool to do anything like that. The Little Rascals are a classic and can be seen on TV and on DVD.
