What do you mean weak? If you are talking about "Welfare", it no longer exists! The largest welfare recipients in this country is corporate welfare and they do pretty much what the please. They are also the largest crooks....by FAR!!!!

They aren't hard enough on child abusers and many DHHS departments have not written the "Rules" which is required! Without them, their policy and interpretation of the law means nothing!
