Bush, He doubled the deficit! No other president came close, but no Republican, no matter how "fiscally responsible" has even come close to balancing a budget, and none even in the realm of what Clinton did. The Republicans were so pissed at him that they shut down the government twice!
It is easy, Bush Jr....BY FAR, Bush Sr and Ronald Reagan!! And you really can't argue it as here it is in beautiful color!!

Congress spends the money. The president approves or veto's the budget. I believe George junior did the least number of veto's. So, Bush 2 is the most irresponsible.

I don't think any of them have been totally fiscally irresponsible. Clinton was an idiot and he balanced his budget by underfunding the military so I guess you could call that irresponsible seeing that we had more military deaths while he was in office than we have had under W, and we weren't even involved in the war.
