I have read that it has happened, but no more than any other type of restaurant, and I think that it would be very hard to do these days with all the health regulations. I have friends in the restaurant business and they say it would be impossible to get away with that now. Common sense would also dictate that it's much easier to stock your place with proper suppliers, rather than chance losing a successful business.

No. It was just a myth invented by ignorant people who dramatize other cultures with horror stories instead of trying to understand them. (Ex: "Dadgummit, Billy Bob, I hear them Japanese people eat babies fer breakfast.")
Some people from China may actually eat cat meat, but there has never been a known instance of a shifty Chinese cook in the USA actually serving Fluffy to unknowing patrons and telling them it's chicken.

the chineese serve (d) cat as a course on their menues but not On the menue in the States. Probably some old china man having a few imports will go out in the alley and snatch a few cats for a snack!

they might have but they sure don't now. I worked in a chinese restaurant for 2 years and I swear the meat was what it should be.

Yes they do and are! You can order it right from the menu. Better learn chinese so you can order right if you plan to go there. Some butcher shops even offer it for home cooking.

yes, awhile back had a nearby restaurant get shut down because when the garbage men accidentally dumped some of the garbage out of their dumpster they found all these cat heads and collars. I don't believe all do though.
