Do so only when you mean it. Also, be specific. "You're great!" is meaningless. Say...."It was really nice of you to have....."
When commenting on appearance, same thing. Not "You look terrific" but single out the details that appeal to you.

Deal in reality not fantasy. Don't exaggerate. People share respect for each other through appreciation of other's viable physical, mental and emotional contributions to the overall well being of the many not just the one. Notice that in others and acknowledge it and that is the ultimate compliment - our shared humanity.

try your best not to be cheesy. the whole "u look like a fallen angel" is totally gay.
be truthful, and dont lie about something....especially if its a compliment. people dont like to hear u compliment with you're hot or sexy or anything else like that. those just pertain to sex...and no one likes being thought of as a peice of ***.
beautiful, gorgeous, those are better. but specifics are helpful to. part of an outfit is good, a body part (eyes, hair....not ***)
just being truthful on what you're thinking....and if u r thinking sex.....just water it down to beautiful

I think the most effective compliments include an authentic disclosure... an admission of personal vulnerability. For instance; I felt energized and inspired by your question.

Be sincere and not overly wordy. Then don't wait for a response-so many people do not know how to respond to a complement and /or are embarrassed by then.
