Are you serious? Really? You don't know? Where/How were you raised that you don't know how to properly greet someone? Unbelievable!

The phrasing of your question borders on redundant. A compliment is defined as "...a formal act or expression of courtesy or respect".
To compliment someone less than "nicely" is not sincere and lacks respect, and therefore not a compliment. I may be putting too fine a point on this but the logic of complimenting anyone less than nicely escapes me.

Well I personally use these to compliment a friend

I love the top you're wearing!

Love those shoes!

You have gorgeous colored eyes!

You look great today!

Or you could just simply be nice!

When you think something about someone that you know they'd appreciate knowing about, then you tell them. It can be someone you know or just a stranger in a store. You can say things like: "You are looking very happy today." "You are looking especially nice today." "That's a beautiful color on you.", "That skirt is very pretty." "I love your jacket.", "That was a great report you wrote.", "I admire the way you helped the team get the job done." "You are so good at coming up with good ideas at our planning sessions."

When you think something about someone that you know would make them feel something other than good, don't tell them, unless it is something that is important for them to know.

Even if you don't actually think so, compliment something that they're wearing like a shirt or bracelet (i.e. "That's so pretty") and/or ask them where they purchased it.

And look interested!
